I think that's a user's right to ask admin for technical errors , support , advice , connection problems , download & upload issues ,,, ,, etc , neva seen an account deleted or a warning sent in any form to a user in any website for asking Qs & help ! some might not go over all what's written as rules or site contents for their own reasons !
this is my own point of view & U might agree or disagree with that

Yes you are right, every member has the right to ask.

You have removed that line from its contest, the warning is about a specific question and the rationale behind that is clearly mentioned in the post: viewtopic.php?t=1184 where that sentence was cut from

Regarding downloading, as mentioned in that post, it is clearly mentioned just next to the file that you can not download, read the terms and regulations and it is mentioned on top of every page on the site, if a member is not welling to read that, mostly it means he/she is coming to download and run, at this point, he/she is not welcomed here because this is not why the site was made and huge effort and money were spent for.

The terms are clear and every member has clicked on (I AGREE) before registration, which means he must have read that.

Answering this question on daily bases by mail, posting and private message for couple of time wastes the admin team time and effort, this is the rationale behind warning any1 who ask this specific question, as explanation has been put in several occasions and several places
